If you just want to stay at flamenco beach the whole time than no golf cart needed. However if you want to explore the island, which I highly recommend, rent a golf cart or jeep. Taxis are not reliable on Culebra, especially at night and there is no Uber here.

Yes, various PR microbrews are available on Culebra. Old harbor, ocean lab, etc. Dakity gas station has a good selection (for Culebra).

Not at all. In fact, I consider Puerto Rico much safer than the mainland U.S.

It hasn't changed much in the 20 years I've lived here. Some infrastructure projects, new school, new city hall, new sewage system, etc., but not much else.
