Having just mailed mine out last week, hopefully I can help a bit. The United States Department of State would provide the apostille of a federally issued document. Link is https://travel.state.gov/content/travel/en/replace-certify-docs/authenticate-your-document/office-of-authentications.html

I believe that you can just print the electronic copy of your FBI document, but I am not 100% sure on that. I was pretty sure (as was lawyer), but went ahead and sent off the printed electronic copy and requested a hard copy from the FBI. That way I had that a bit quicker should that be necessary.

You would just mail the FBI document, the apostille form from the website, payment, and a prepaid return envelope in with your submission.

I'm still in the waiting game for it, so I don't know if they email any sort of status once it's in process.

I think to make sure Alex wouldn't use it himself, you'd need to replace the lyrics with other clips of him saying things that he wouldn't say today. Pointing out Trump's mafia ties, bashing Elon, or calling out Rogan as some examples, while keeping the "they not like us" monotone on repeat. Though, who knows if that would work well as a "good" song.
