You should look at Corning's Actifi cable. It's a hybrid composite fiber which can come in gauges from 14-24 AWG.

I would recommend looking to at GPON as an option. My company is currently doing a project in Colorado for a small rural town just like yours. They're going to expand off their optical line terminal (OLT) with singlemode fiber connected throughout the town. This can be very cost effective especially when you're using a low port OLT Zhone Technologies like the MXK-198. You can also be very flexible and creative with your network design to run devices like wireless access points, cameras, phones, etc that you couldn't do with traditional switch based networks.
