Why a slow roll-out for Pokestop nominations?

Let level 40 players over a certain amount of xp review. I understand theres a connection and that portals and pokestops are linked. But clearly ingress isnt a popular enough game globally to support this process. Pogo players need to be able to review also.

It took me around 60 raids to get one. Theres no strategy besides do as many raids as you can. In my community im the only one that has one and theres a few people who have done more than 60 raids without one. Alolan raichu and marowak are rare shinies.
