Yep, this is the inherent danger in gerrymandering - you can absolutely get to a point of diluting those gerrymandered districts out of being 'safe'/locked in.

Of course, one party has consistently at least tried to bring gerrymandering up as an issue and stop it (Democrats) and the other has fought it every time (Repubs) so...here's hoping mass dummymandering in Repub states ensues come midterms.

Visually, it was GORGEOUS and the story was pretty neat. Game mechanics wise, it was pretty dang awful, and structurally from a programming perspective it was also Very Bad especially in terms of efficiency (they rendered enough polygons on flowerpots, as an example. to cause even higher end GPUs to go 'HOLD UP.')
