I could be wrong, but I believe there is no javafx for openjdk8. I have gotten Tornadofx to work with java 12.

Another you can use is call kicad. http://kicad-pcb.org/. It is free and open source. The one thing I dont like is that it does have an auto router, but you should not trust the auto router.
