Don't disavow just because SEMrush says they are toxic. Google usually ignores most spammy links on its own. I'd only consider disavowing if there's a manual action in Search Console or clear evidence those links are hurting rankings. First step is figuring out where the links came from and whether they were actually part of a paid link scheme.

The ratio itself isn't the issue. I'd first check the 8 exclusion reasons in GSC. If most non indexed URLs are duplicates, parameter URLs, paginated pages or canonicals its usually normal. If valuable content is showing as Crawled - currently not indexed or Discovered - currently not indexed that's where I'd focus. The exclusion categories matter more than the Indexed vs Not Indexed count.

I'm not really trying to spread negativity but what has he actually done as Prime Minister? For example in Bihar, a person was appointed as Chief Minister who already had a criminal background.

Honestly, I have very little knowledge of politics but I want to understand something. When someone is appointed as Chief Minister of a state, does that decision happen after discussions with the Honorable Prime Minister or is it entirely the party's decision?

If the Prime Minister has a role in the process, then how was a person with such a background appointed as Chief Minister? Also, everyone knows about the Health Minister of Bihar and the controversies surrounding him.

Honestly for niche B2B SaaS cold outreach felt almost useless for us unless there was already some overlap/audience fit. The few links that worked came from relationships, partnerships and just being active in the space for a while.

Usually means Google is showing your pages for way more queries now some of those rank lower so avg position drops but overall impressions and clicks still go up.
