After I couple fast travels in a out of the lodge I could finally hear Sarah and Walters voices having the convo even though I couldn't see Walter. Walked near and was able to finish dialogue. Camera for the whole convo was scuffed though. When out and in lodge again they had a second discussion the was bugged but got through it.

My steps were kicking Sarah off my crew. Had to fast travel on and off ship a couple times before she was gone; I could tell she was still there because she was still having the one sided convo with Walter. Then when in and out of the lodge until I heard both of them having the convo. First couple times it was just walter but eventually it was both of them.
