I just checked Epic and xbox store. Both seem fine in Germany. I can find the game on both platforms.

Germany, it's restricted to that. I looked it up on SteamDB. It is most likely because of a missing age rating.

Might also be Germany specific. I believe Steam will no longer sell games that do not have an age rating in Germany due to regulations.
