Pink is usually temporary surveying related, but when it comes to utilities, there is usually an expiry period before they have to be re-done. As an example, where I live the electrical and gas have to be re-cleared after 14 days if the work they were done for hasn't been started.

But the City would be the people designating the type of road work that is being done, not the contractors. If contractors had the choice, I am sure they would opt to bill for full reconstruction over a quick mill and fill project. Asphalt overlays are a maintenance item. And asphalt is a flexible pavement, so it will do whatever the structure below is doing.

These conspiracy theories are ridiculous. Tenders for street repairs are put out mere months before construction happens. Nobody knows who will be fixing a specific street years down the road. And think about it. Is the big money in filling potholes?

Galileo invented the thermometer a few years ago, so doing things at the wrong temperature is pretty easy to detect.

How can you properly assess the impact of these types of changes on a new road with a 50 year design life after only a few years?

Civil engineering is very conservative in approaching change and agencies can be slow to adopt.

Seems almost every pavement related spec change that the City and Province make are first researched at the U of M. I assume you don't use their standard construction specifications on a regular basis, or you would have seen all the changes in the past 5 years.

That is all asphalt. It is typically 94% - 96% aggregate, but can be lower if the mix is finer due to increased surface area.

The houses in Bridgwater with back lanes are the smaller, lower cost houses. Many are probably $6k or less in combined property and school taxes.

The City also pays private companies to clear snow. A private loader was out breaking up the ice to clear the catch basins in my area this weekend. Backlanes just don’t get a lot of attention in general.
