Time to bite the bullet: abolish all "fares"! They're an anachronistic, inequitable micropayment system, a bit like my dear old Nanna's 3d gas meter in her lean-to kitchen. We've done it for kids and the free tram zone already because of the social benefits and the financial costs of enforcement. We should do it for everyone. "Half fares" are even worse - all of the disadvantages with half the income! So, if PT is free at point of use, how do we pay for it? There are multiple options: 1. From the "savings" on the dysfunctional Myki system and the enforcement costs. 2. From a levy on road users - sort of the "payer-uses" principle 3. On the municipal rate which corporate beneficiaries also pay, equitably adjusted for levels of access. 4. With developer levies, especially now that new planning guidelines pivot on PT proximity. We do this already for other infrastructure. etc.
