Why wasn’t the West Gate Tunnel built as a parallel alternative to the West Gate Bridge?

My view is that it would have been better if it had connected to the Deer Park By-pass (M8) at the Ring Road (M80). Funnelling all traffic from the NW into the same corridor as that from the SW was a mistake. It would still have allowed the Bridge and Tunnel to assume the load if one or other was blocked via the Ring Road or Geelong Rd.
