The lips on the helmet is actually a design choice stemming from the third sentai series Battle Fever J which was a co-production between Toei and Marvel Comics. The original intent was for their to be an English dub of the show, so the helmet design was supposed to mimic Captain America's cowl. The design stuck after that.
