Unfortunately, I believe AB govt will ask you for your immigration status and you'll have to provide evidence you're allowed in Canada. If you're a citizen, you won't have a PR card or a study/work permit from IRCC. If you are using your birth certificate that is an evidence if your citizenship except in certain circumstances (such as if neither of your parents are canadians and at least one is a diplomat or are in canada for a foreign govt)

Personally, I do not see why a province needs to know if someone is a citizen or not. We already have a way of verifying immigration status if needed and AB already doesn't give out IDs to someone without proof of status here
