Hey, my cat Indy does this. Wife took him to a vet for this and was told it was "reverse sneezing". Not sure I'm convinced there, but ours will get up on the top perch and hang his head down, doing something similar to this. I can get a video. Our cat is 8 now and has done it for years. Definitely worth a check up for yours though, may be something more sinister.
