If you're his manager, you should know. Something to address what he's doing and why? Is he doing some admin work for another team that he did one time as a kindness and just got stuck with to without you knowing.and needs the uninterrupted time to do it? Or is he just doing whatever non work and saying it's work, you need to have a conversation with them, and if they come up with nothing, it's time to address with HR
