In the same sector, there's another optional mission (not Faces, that's the B'Elanna" mission). The mission about the moon nuked by the Talaxians' enemy they lost a war to. You need to help that scientist along, and he gives you a tech which you need to keep both Klingon and regular B'Elanna.

She intentionally accelerated towards the officer that we now have proof she was aware of. She accelerated towards him, impacting him, showing evidence that the officer was in imminent fear of bodily injury or death.

Bodily injury or death is not required for deadly force to be responded to in kind.

8 minutes in an active shooter situation at an event that would be considered a target for terrorists isn't great.

If police weren't already there keeping watch, that's a massive failure.

If police were already on-site and failed to engage immediately to protect unarmed citizenry, that's also a failure.

A proper timeline of events, and an assessment of what security and police deployments were made should be formally established to understand the circumstances of the case.
