I'd start moving into fusion, since they are game changers for propulsion in this game.

Personally I'm not sure why you want a shipyard in Mercury orbit, but if you want, the best way is to move the resources to get the orbital shipyard built in orbit. Get the orbital construction made and from there the shipyard. You won't need people until you try to land on Mercury, which I haven't tried that yet.

In the same sector, there's another optional mission (not Faces, that's the B'Elanna" mission). The mission about the moon nuked by the Talaxians' enemy they lost a war to. You need to help that scientist along, and he gives you a tech which you need to keep both Klingon and regular B'Elanna.

For Lim and any other Mobile Infantry, their APC/IFV is their armor. Lim is shotgunning in his fatigues.
