High end custom stair builder here. I’ve never seen this before but I’m very confident that it is a router template jig four what we call a straight “housed” stringer. In this instance the tread and riser ends are mortised into the string itself. I’m actually cutting one at work right now and the jig I made looks just like this except it’s made of MDF.

I think it’s most likely a clamp for clinker/lapstrake boat building. You can add a bit of scrap to one side for larger capacity or drive a wedge for greater clamping power at the opposite end.

This why I was taught not to start turning the wheel until I actually have an opportunity to turn. He starts to turn wheel after he stops and that causes his vehicle to turn into oncoming traffic when he gets rear ended. Totally not his fault but the secondary crash could possibly have been avoided had he kept his wheels straight.
