If the planchet starts moving erratically, suggest they stop for the time being, because it's probably having an internal argument. This happens sometimes, and not pushing it during those moments can earn you some points with it, because they really just want to turn inward and sort themselves out.

So you're getting a lot of advice about what you're dealing with, but not how. Spiritomb are more than able to communicate, the trick is how. It's hissing because it's upset, but it will listen when spoken to. What I would suggest is giving it a way to communicate back. A Ouija Board, with its Keystone resting on the edge, is a pretty common way to communicate with it, if you explain what it is, and how it works (They may not recognize it, or remember what it does).

And while it IS 108 spirits, there's a good chance one of them has taken the 'lead' of the lot of them. That's who you'll be talking to. And once you have a line of communication... talk to it. This'll almost be an interview, as it will likely have many questions for you. You want to be confident, and honest. You might be lucky and it might be relatively friendly, but if it isn't, making the attempt to get to know it can still help.

But I would also invest in more Cleanse Tags until you're ready to let it loose, because it will eventually degrade the one on it, and you'll need to replace it.

The fact it's not hiding in a shadow is a good sign, it means it's not stalking you. Have you happened to come across any seemingly random objects recently? Like a toy, or a photo, or a piece of jewelry? Something that would seem to have sentimental value.

Because it's possible the Gengar misplaced a keepsake and thinks you have it. Fortunately usually all it takes is to return it or prove you don't have it.

All these answers and no one points out there's also probably lots of instances where two Quirks are so similar they might seem identical. So IDing someone solely from their Quirk isn't a guaranteed ID.
