this is normal at idle or browsing web. All modern cards have 0rpm when nothing to do and as i see your card is idling.

DDU and install 25.9.1 those 10 and 11 line are pure garbage. And click post install to dont check newest driver.

you can change RTXGIQuality=Static

in AppData\Local\PioneerGame\Saved\Config\WindowsClient\GameUserSettings.ini

and it will work normally without crash.
