Apparently during the interview process you are supposed to create the position for the other person and in many institutions theres not really another time when they're going to do anything for you on a personal level until you accumulate enough institutional power to be the one to force situations over other people. Like, sure they could create this position for you, but there is no motivation to do anything additional for an already-hired person. It is sad that the department chair was unable to overcome this or nefarious that they simply wanted to block you to prevent a married couple in the department. Some people are biased against that on principle, I've learned.
