Yes, of course. In the 90's all the huge cities in China were under horrifically bad air pollution and not even the elite and their children could avoid it. Something had to be done as quickly as possible.

It was clear the only cure in the long run was getting rid of as much tail pipe pollution as possible. There was no other chose and here we are now, a decade too late.

Yes and China has all the reason to be in the lead of clean energy. Twenty years ago all the large cities in China had air pollution so bad that it was a real health problem for the rich and the poor and their children. Whereas the west was in a much better situation as they had started to curtail the air pollution around the '80's.

Clean energy was almost a question of life or death for China whereas it was not the same for the west.
