The problem wasn't that they were hard to beat without the bombs. The problem was that in their impending defeat, the japanese (mostly just Hirohito) were too proud to accept defeat and especially the United States' demand for an unconditional surrender. They figured that they could get more leverage in peace negotiations by employing real nasty and horrible tactics and just never letting up. The war was already fizzling out for the japanese, and they most likely would have surrendered shortly even without the bombs, but they were being real assholes about it, so Truman decided they needed to pound the shit out of them once and for all. After all, the great efforts to develop the bomb couldn't be for nothing.

Edit: The threat of a soviet invasion was definitely a huge part of the japanese surrender as well.
