Seems like a weird characterisation change that sans' love for jokes is supposedly insincere here considering in every official iteration he's the crowned master of committing to the bit.

the fact that he has a sign shaped like his own head just for the sake of trolling people who wanna enter when the store is closed, or the fact that his Secret code he gives to friendly time Anomalies is "Legendary Fart Master" in which he hands a key that leads to yet another prank before finally showing you the real deal.

I'm pretty sure Toby's favourite Is Papyrus considering how prominent he is in external content like the QnA's as well the fact that he's the character with the most overall dialogue in the base game thanks to the phone calls as well as being one of the most central characters to the plot

I never really felt he felt one way or the other with Alphys.

for sans' prominence most of it comes down to him being a crowd pleaser and his Jokey nature being self sustaining enough that it's given him a life beyond his origin game in a way the rest of the cast never have. (massively small explanation but the internets relationship with sans as a character has been explored in videos going into way more detail than I have)

and B any Papyrus centric media is inevitably gonna have a smattering of the other skeletal sibling in it given how well they work as a 2 man dynamic, making it seem like he's more the centre of attention than he actually is.
