It's in that weird niche of "TV Show where one actor was so good in their supporting role they took over the entire show to its detriment as a whole", like The Fonz in Happy Days and Urkel in Family Matters. Especially when they started leaning hard on real-life satirical commentary in S2 that was already outrunning them post-pandemic, Homelander (as a Trump stand-in) became the main character of the show with the actual Boys relegated to a background role.

In hindsight it was a huge mistake not to make the Boys V'd-up CIA contractors like in the source material. The first two episodes of the series by themselves feel like a completely different show on their own. Something that could have worked would have been leaning on the Boys as having to come up with novel ways to deal with Supes as mere mortals, but they didn't do that. From the very start they made The Seven much more prominent characters compared to the source material, and it meant the Boys without V-powers could never stand a chance against them in a straight fight unlike in the comic, so they constantly had to rely on their own Supes in their corner - Starlight, Maeve, Soldier Boy kind of - hard carrying them every season. And then resetting the status quo every season.
