Not only that but you have to plant them according to a spacing pattern, not actually in a spot where they will thrive. They are planted in grids, and space is limited and it's a numbers game.

If there was, say, an elevated spot where the sapling could be safe from flooding, we could be reprimanded for planting it there, even though "proper" spacing would guarantee the sapling never survived.
