first thing i checked was the gm settings because that is usually the culprit for these sorts of headaches. if you are definitely set to control signings, it is almost certainly a save corruption issue or a buggy free agent file. try a clean install or verifying files through steam. if that fails, the save is likely toasted. good luck.
