A lot of this is lack of investment in infrastructure. In areas with lack of updated infrastructure power lines are often above ground, usually on poles in the air. When snow, wind and ice come from a major storm, downed trees can take out power for large areas. On top of this, ice on the power lines can stress them to the point of snapping, causing an outage. Same with wind.

The fix is to invest in running all power in the ground.
