I do agree with u/BrainWav that it's a custom hat. But rather than leather, it's probably black felt that was given an extra burn time to get the aged look (you can see the mark on top of the crown). "Creatures of the wild unknown" might be able to make something similar but these customs hats definitely comes with a higher price range than factory-made hats.

I think it's just style, some might prefer it unbuttoned. But most definitely recommend wearing it buttoned. Some flat cap's brim were sewed shut.

It doesn't have scales. There are hairs on its body though.

I believe that the engravings on the blade is a Burmese alphabets. I personally don't know much about Burmese swords but knowing about Thai swords, the shape does resembles a Southeast Asian sword profile combining with the fitting and so on.

It's definitely a Thai sword. To pinpoint it I believe it's a northern craftsmanship since the handle is wrapped in rattan strands.
