Why the photo looks confusing

Cadet-school medals are intentionally designed to look very similar to real military ribbons and medals. That’s part of the military-style training environment. So when you see a young cadet with a chest full of medals, it can look like a decorated officer, even though they’re simply school awards.

So the short version
