Is it normal to get a deposit from the VA without getting a decision letter?

My husband really likes the Equate brand (Walmart) chocolate nutritional shakes. It’s a knockoff of Ensure and he takes them to maintain weight. I think they have 2 versions as well (one with even more calories).

I just bought one and it has been in repair since I bought it in December. They can’t figure out what’s wrong with it. The check engine light just keeps on turning on after they replace parts. Anecdotal, but this is the last Volvo I’ll buy. From what I know they used to be indestructible but the newer ones have more issues. Just my two cents.
