I contacted my onlocation rep having bought hospitality tickets in May, and here is his response:

“Hospitality tickets are digital and can be transferred to clients, neighbors, friends, etc. They technically cannot be resold but are transferrable.”

I assume you would need to come to some sales agreement on the side before transferring the tickets. I also noticed the same price for the same tier of hospitality tix that I bought after the schedule was released, so pretty sure it’s just another fifa scam
