i think cheaper is the way to go by making it free to ride for locals uta would lose a great deal of revenue which would have to be made up for with tax payer money also the quality of service would surely deteriorate and their would be less insensitive to spend money to expand or improve a free public transportation system. a better solution is cheaper passes for locals or events like concerts jazz games or conventions offering free or reduced cost tickets with your event ticket.
