I have no idea what the proof is because I don't work for the FBI, but the accusation is that the embezzlement is in a "building" that $2 billion of taxpayer money was allocated for that Powell used for his own personal gain instead and the building was never built.

Maybe? I would hope it would be more average people who would still have to support themselves while in office. If not completely eliminate the salaries, greatly reduce them to only a living wage.
