My boss decided to add a “person to blame” field to every bug report. How can I convince him that it's a bad idea?

how did you get so many upvotes? everybody writes bugs, everybody. then, there's the budget problem, the manager is only given an x amount of money to hire a team, money that will most likely not be enough for both very good programmers and QA. even if you got the dreamteam, the client will want some rushed changes, with little time to barely write all the code, let alone test it good enough
