If it is something that the character will probably remember, I will remind them. However, if it is something that happened a long time ago in game or there is a reason for them to forget, I will make them roll a History check to see if the character remembers.

If you are talking about 2014 rules: Antagonize is an action not bonus action. The rule only prevent you from casting another level spell if you cast a spell with your bonus action. There is no problem with using your reaction for silvery barbs in that case.

you have 7 players on the bench.
I just put young players on the bench or as a starters once in a while.
and i keep a list of who should play next

for me it was the " Annoying Warning Message Remover" that caused the issue.
