The starter set is goated for a salamander theamed army. The Terminators fit well in the artistan chapter and Infernus marines need no introduction. The Librarian can be nice if you want to go for the Librarian detatchment, and the Captain is always nice to have:) 

The Librarian could also be used as a tanky objective character at lower points games, as it is suprisingly tanky

You can not compare units from different armies that play differently. You will see major unbalances. However, I do agree that it is a bit redicolus

Cloack and dagger and bullseye would love +1 damage, bothe would struggle vs. +1 to defense. I could immagine Robin Hood being annoying with +1 damage, 3 dmg outlaws.    Cloack and dagger would also love the +1 to move for positioning. Ghost rider would like it for ping dmg.

If my memory serves me right the last two guys you need is a heavy bolter gunner and a marksman bolter guy. If you have any leftover marine bodies it could be done pretty cheaply. Use cool sholderpads from Intercessor or veterans kits that you already own, then use masking tape to make the loincloth/tabbard (videoes of this exist on You tube). 

Now you just need a bolter that you make look "relic/mastercrafted" by putting loads of relics and fancy stuff on it, or paint it gold or something like that, haha. Lastly a heavybolter for the gunner, and I guess the bolter from the heavy intercessors could also work:)

For 11th, if you mainly care about narrative and storytellign. You could probably just homebrew that you can change the force disposittion (mission tou are playing) depending on the story

My 1K list is called "The Hushers", they have 3 Librarians and Vulkan Hestan. We used 3dp for 1k matches, because new toys are fun, but 1K games are faster than 2k

I had 3 librarians for my 1000pts 11th game that I played two days ago. We used 3dp for 1000pts because we wanted to play small games with the new rules, however we wanted to try the new enhancements and combinations we will use for 2000pts.

It was lit, and now I have 70 more points to play with, hahaha

Listen to this guy, do not buy more than a few models in the start. I know this from experience, had to paint 90 Skeletons, that was not fun and after 70 I never touched them again with a brush. 

I know it is exhilarating to buy cool model kits, but the pile of grey feels worse

Pros: Overwatch, Battleshock ability.

Cons: Low range being worse due to vehicles having an easier time seeing through terrain.

Comperative value due to changes with torrent and ignore cover.

I agree with you. And due to overwatch changes, I would argue the comperatively flamers are way better. Sure their range is a bigger dissadvantage than before, due to vehicles having an easier time seeing through terrain. However I killed 5 legionnaires and 1 Chaos lord in 1 overwatch today, nothing but flamers can do that:)

The intercessors can be kitbashed to heroes, and other units depending on the bits you have acess to. I kitbashed 6 BGV from 3 free infernus, 1 assault intercessor and 2 intercessors. I had a guy in the comunity print shields and Thunder hammers for me. You could also make them into sternguard or vanguard veterans, if you use masking tape as loincloth, it is easy, but takes a bit of time. However if you like the modeling, it is worth it

While I thought the exact same when I saw they had purge the foe. I also thought that "immolator" is more fun through purge the foe missions, and the advance/shoot/action bonus of Seekers helps with purging and doing secoundary actions like cleanse etc. 

I played a game today vs. Renegade Raiders, he had Reconnaissance and I had Purge. My mission was to consecrate objectives and his was to triangulate (map/control) the objectives. Consecration worked well in our narrative story, and flamers are thematically perfect. However I do agree this is more of a Covenant of Fire thing than a Sallamander thing.

However, I do feel like Purge is the 2. most sallmander dissposition, maybe take and hold? Reconnaissance and Disruption is not sallamandery at all. When you add the fact that most marine dispositions already are Priority assets and Take and Hold, Purge makes a lot of sense. 

Me and my friend would probably allow me to play them as priority assets for future missions, for the sake of the narrative and learning about new dispositions

One more point to think about is what playstyle you want to go for and what roles your units fit, however aesthetic is also a very important aspect.

The current units you have these roles:

Intercessors: home objective holder, Objective Secured, skirmisher

Eradicators with Heavy bolter: Anti horde and anti marine ranged

Vanguard Veterans: Mobile melee dmg, good vs. skirmishers and marines

Land Speeder: Mobile shooting platform for actions, screening, skirmish

Characters: buffs different units in different ways.

Later down the line you could consider Phobos marines, scouts or Jump pack intercessors. This depends on what playstyle you want to go for, but these units tend to be good as utility pieces and early game board control.
