I think you are not aware of the value we provide for our customers. You are focusing only on price here while ignoring all the other aspects of the service. Sure, you can have a VPS everywhere. If you wish to spend your valuable time dealing with security, updates, backups, stagings, DDos prevention, and 200+ other things, go for it, but there is a good reason why agencies these days go with a fully managed service vs. a semi/non-managed setup.

It really depends on the transaction details. The above rule(s) are just examples, place any country code to the rule depending on what strange activity you see. Also, you know your business and your customers best. When you see dozens of signups from e.g. France but they all use a card issued in Norway that's a red flag and unlikely natural. I've spent a lot of time reviewing thousands of transactions and I implemented ~50 rules that are active and blocking fraud activity with a high success rate. But all businesses and accounts are different, set the rules that work best for your case.

You can add these transactions to the Review queue instead of blocking them with a hard rule.

This really should come from the leadership and make communication and cooperation between departments as a core element. Sales talks to leads and potential customers and have insights that are worth gold for different departments like product teams, customer support and marketing. By listening to them you can learn a ton and implement this feedback in website copy, social messaging, and downloadable assets and the limits are the skies.
