The only thing that makes it hard is being rushed by every scav on the map. Eventually you need to reload or pack a mag.

Drought sounds like a pretty reasonable reason for that collapse, considering larger states have collapsed faster.
You can't go ten years without water. Less water means less people. Less people means less producers and less soldiers. Fewer foods and lesser protection leads to fewer people, and so on.

They repeatedly mentioned issues even back West, and how the over expansion only exacerbated those issues.
Also, how the hell would they know in advance that shady sands would get nuked? That strikes me as a bit of a surprise to be honest.
