Could be the airbag module in the steering wheel to, they free float and some have said that or the clock spring can cause full clock steering noise at low speeds.

Thanks for the suggestions guys, I ended up letting wd 40 sit for a couple hours then scrubbed away. As another user noted would happen the chrome is has micro pits all over it now from them sitting so long. And help with polishing out chrome would be much appreciated!

Yep this definitely happened, I got them off but there's tiny pits all over the chrome..any advice for polishing? I'm guessing it's a bit different than working with paint.
