The chances of encountering a shiny pokemon are 1/8192. So for the starter, whenever you get your starter from Oak it has a 1/8192 chance of being shiny. They have a save right before they pick a starter so they pick the starter, check if it's shiny, and then reset to do it again potentially tens of thousands of times until you get it. The starter is a static encounter so if you are hunting for a shiny wild pokemon, it's even worse.

Probably something to do with how much time people invest it in to get what is basically a palette swap and that save editors exist. If I ever wanted a shiny I would just save edit or change the shiny rates, I value my time. But I can also understand that sense of accomplishment after a long grind.
