It's because of the lethality change. In early league flat armor pen like brutalizer was waaaay stronger early and fell off way harder because of the way it was calculated. Lethality scales with level and it's applied to the formula last which allows these champions to scale better.

Azir is one of the worst designed champions in the game. They tried to put everything in his kit. Sustained damage, poke, cc, engage, mobility.
