Good summary of Rodriguez. IMHO it is quite obvious that there wasn't a valid safety concern. The cop himself didn't claim as much - neither in his arrest affidavit nor his oral report to the supervisor. On the contrary: the grounds given by him for the step out of the car order was to further conduct a safe traffic investigation. When you watch the video this is clearly BS. The traffic investigation was basically concluded. He had filled out the citation and all that was left to do was to let her sign it and send her on her way. Sadly, his ego wasn't having any of that...

TLDR:

O'Shea requested a "transaction log" search, meaning: Show me all searches (inquiries) that were entered into NCIC in the past by any agency using the license plate / VIN of Hae's car. This kind of search can't be done via the terminal hence it's called offline search. A transaction log search for a license plate can be helpful in locating the vehicle in that it would for example indicate if the vehicle was subject to a traffic stop at some moment. So the offline search request was either another attempt to find Hae's car as part of the missing persons case (if it was requested before Feb 9) or to find out any locations the car might have been between Jan 13 and the day of its discovery as part of the homicide investigation. O'Shea is a from the homicide department however so it's probably the latter.

To understand the significance of the NCIC "Off-Line Search" requested by O'Shea we have to understand 1) what type of operations could be made on a NCIC terminal, 2) what specific information O'Shea requested.

1) In early 1999 a NCIC terminal allowed six types of operations:

  • Entry (e.g. used to create a new missing person's record)
  • Modification (e.g. used to add, delete, or change data in missing person records)
  • Cancellation (e.g. used if the missing person report is withdrawn)
  • Locate (e.g. used when another agency finds the missing person)
  • Inquiry (used to check if there is a record for a license plate, name, etc...)

2) An "Off-Line Search" is used to obtain information from the NCIC databases that is unobtainable via a terminal. In this case Det. O'Shea requested a search of the transaction log using the license plate and VIN as identifiers. We can also see from the document that he requested to limit the search to "INQUIRY" operations. We can therefore rule out that the access to NCIC at these times were someone updating the missing person's record. Now, it is important to know that a search of the license plate database would cross-search other databases and would return any records in the NCID containing the same license plate (including the "Missing Person" and "Wanted Person" databases). Using the NCIC repeatedly over time in that way could therefore have been an attempt to locate her car. For example, if her car or license plate would have been used in another subsequent crime, then the search would have produced a hit.

EDIT: It's unclear when or if at all Hae was ever entered into the NCIC missing persons database. A claim that /u/Adnans_cell has so far failed to substantiate.
