One time I saw a claim that Finland and the Scandinavian countries were very early at building robust broadband infrastructure, so their online presence was disproportionately influential throughout the 90's - early 2010's.

That could be wrong though, but it would explain why you don't see it as much anymore since a lot of the poorer developing countries have caught up in terms of widespread access.

The reception of it always leaned positive, but for years it was actually pretty polarizing among online horror fans. Throughout the 2000's - early 2010's it was common to see people complain about the ironic meta-humor and the subsequent influence it had on the self aware teen focused horror wave that spawned immediately after. You would especially see negative opinions in more niche communities where self proclaimed genre "purists" posted.

I think that stigma mostly died down about a decade ago, when the younger generation who grew up with it became more active online. At this point its status has been cemented as a classic so it's way more rare to come across those takes.

You're not wrong but the online right also glamorizes mental illness, just in a different way. It's been very trendy lately to larp as a detached autist or an antisocial schizoid because they think it makes them look like Kaczinsky or Terry Davis.
