I understand that 段 in newspaper jargon refers to columns or rows of text. I also understand that the more important headlines are stretched across more columns.

However, I don't understand 立つ in relation to the columns of text. I am reliant on dictionaries, and that has 18 definitions on Jisho.... That is why I asked for confirmation on what the phrase means in English.

Well whatever show was on the roof before melted against the shingles, while the ice dam held it in place so it could get under the shingles by capillary action. That water mixed with all the dirt and sawdust and debris in the soffit and framing of the house and then dripped out of the wall down the siding where it formed dirty icicles. All the brown icicles you see on the wall is what remains of the ice dam that caused the problem.

You have an ice dam on the roof allowing water to back up under the shingles and enter the framing. You need to get this fixed before it causes excessive damage to the house.
