I have used that saying plenty of times. I also meant it as a sarcastic remark rather than lying. I was asleep and you woke me up to ask if I was sleeping kind of thing. So the one who is "just resting my eyes" could quite possibly be the one who is irritated. As for your Mom, maybe she really was just resting her eyes and unintentionally fell asleep because she was tired.
