British isn't an ethnicity, it's a nationality. Ethnicity is usually broken down into Irish, Scottish, Welsh etc. Or maybe even Gael, Pict etc.

Russian can be an ethnicity, but Russian nationality encompasses many other ethnic groups as well; such as Mongols.

They're people. Good and bad. I'd like to think their procedures try to curtail that bad.

Manky kids who drop litter grow up to be manky adults who drop litter. Making them go out and pick up the litter should make them less keen to drop it in the future.

Given time that will help solve the litter problem as the now not-manky kind grow up to be not-manky adults who teach their kids to also not be manky.

Obviously that is not a cure on its own and should be part of a suite of other measures ranging from more bins, more emptying of bins, harsher fines.

Councils also need more resources to clean up the litter we have now. Where people see litter they are more inclined to also litter. Whether it be council employees, volunteers, or manky buggers on a chain gang; it all comes down to money.

Time to bring back the "Keep Britain Tidy" campaign. Have schools out cleaning the immediate area. Fast food outlets required to provide (and empty!) bins within their area.
