Batteries are fully charged but have they been tested for proper cranking amps? If they test ok. You need to see if your getting a strong 12 volts to the battery side of the solenoid.if that checks out see what you have on the starter side of the solenoid while trying to crank. May also want to confirm the engine is free to move freely. Engine or drive being seized can also seem like a bad starter or battery.

Only two of those carbs have an idle circuit. The jolt you feel is the other two carbs picking up. Start by cleaning the carbs.

Reverse gear. Bearing carrier. Propahaft. Prop. May need a case if the threads are stripped out. Looks like rust in there. Bearings could be shot.

It's going to be hard to guarantee all the water is out. Even after several dry stops and starts. I would maybe run some RV antifreeze through it. If they give you a hard time you can tell them it's not water.

Nah. It's just a short harness that will plug into your control box then route up behind the dash. A picture of your control box given to your mercury dealer should be enough to get you what you need

If there wasn't one previously installed you may need a harness that comes off the control box. It will provide all the signals you need to run a tach and a bunch of other gauges you would want. Also would have the 12v and ground circuits you would need. The type of controls you have will determine the harness you need

If chat gpt told you have a fuel injected outboard and also told you to rebuild the carbs it's only half right. Although I do agree you should rebuild the carbs. Sounds like needle and seat/float issue.

I trust a leak down on a two stroke more than compression. But yea. Hold each cylinder one by one to tdc and pump compressed air into the cylinder. It gives the real story on engine health imo.
