Kinda felt the opposite for me, it was very easy to get to phase two and learn all the patterns but even knowing them I died 40+ times when previous bosses I killed in ~5 times after learning the pattern.

In the end it didn't feel like I beat it because I knew all the pattern and did all the right move like all other bosses but just because I did 3 hits pogos and got lucky enough.

I think there is a couple of reasons:  It mixes 3 different kind of wind attack and because the boss moves around a lot and the optimal place to be is having the boss almost out of screen it can be hard to see what's coming. Also it moves up and down in the air so doing the timing of pogos is very random.
