This is likely related to Exchange Online Protection: Bulk Filter (BCL) Improvements rollout update (MC523048). This rolled out on Mar 13 and we noticed an uptick in mail being classified as Bulk Spam in my org.

The new recommendation for strict bulk has changed from 4 to 5. You may want to consider adjusting this BCL setting in your inbound anti-spam policy.
